To install the .mxp files, you must have at least Flash CS3  or CS4  and the Adobe Extension Manager (Included with CS3).  After downloaded, double-click the .mxp to install  and restart Flash .  Adobe requires an Adobe Developer Connection  account (free) . Here is the link to the kit  and/or to register for an account :

Once you've logged in / registered, you can download both the component kit (bottom of the page) and Flex skin design  extensions  for Flash (and Photoshop, Illustrator, Fireworks).
